Thanks Amy for providing that link for Pauline - from what I can search via Google, Amy is correct. The Nokia C30 does not have NFC - which is the technology in the phone that is used to scan the sensor, also allows the user to do things like make payments with their phone.
To make 100% sure I would perhaps take the phone into your local provider (like Telstra or Optus) and ask them if the phone has NFC capabilities to scan.

As far as I know, the Nokia C30 does not have NFC capabilities; it lacks the hardware needed to scan the Libre. This is quite common on budget phones.
